Canada announced a 3-year immigration goal of over 1 million immigrants from 2020 - 2022 in March. The government's 2020-2022 Immigration Levels Plan announced their goals to
"continue growing the economy and creating middle class jobs through responsible increases in newcomers":
- 341,000 immigrants in 2020
- 351,000 in 2021
- 361,000 - 390,000 in 2022
More than 9 million Canadians will reach retirement age in the next decade; by 2031 immigration is expected to account for 80% of Canada’s population growth, up from the current 75%.
Our immigration system benefits all Canadians by strengthening the middle class, keeping families together and building strong and inclusive communities. This increase in immigration levels supports a system that will help Canadian business create good middle class jobs and grow the economy while ensuring Canada continues to meet its humanitarian obligations around the world.

Canada Needs Economic Immigration
Canada has put into place programs to increase economic immigration in order to improve Canada's economy, create new jobs and increase global competitiveness. The Canadian government wants entrepreneurs and skilled workers, and the new immigration goals and programs provide opportunities for skilled and educated foreigners who want to move to Canada. Canada's business and economic immigration programs require that applicants be able to prove eligibility guideline qualifications for each program.
